Notary Services

The Handley Regional Library system is happy to provide free limited notary services. Please call the Library to confirm hours and to check on availability.

Bring your photo ID. Do not sign anything before coming for the notarization. If you must bring a witness, that person must also be in possession of valid photo identification. NOTE: the Library will not provide witnesses and witnesses may not be solicited from customers using the Library. In order to serve as a witness, the witness must personally know the individual whose document is being notarized.

Handley Library: Contact Information Services at 540-662-9041, ext. 19.

Notary publics cannot:

  • Notarize copies of any kind
  • Notarize birth, marriage, or death certificates
  • Prepare legal documents
  • Provide legal advice or any counseling regarding your documents
  • Post or pre-date a document
  • Notarize documents in a language they do not understand
  • Provide a witness


Notaries will not provide service if the customer, document, or circumstances of the request raise any issue of authenticity, ambiguity, doubt, or uncertainty for the Library. In this event, the Library notary may at his/her sole discretion, decline to provide Notary Service.
