BIOGRAPHICAL/HISTORICAL: Frederick County, VA established public education in the 1870s, after a law passed by the General Assembly creating the public school system. The first superintendent was A. Magill Smith who served from 1870-71. Until the institution of public schools was created, the bulk of the residents relied on small “field schools,” with 150 in Frederick County.
