BIOGRAPHICAL/HISTORICAL: The North End Citizens Association was founded in late 1990’s to aid in the restoration of the North End of Winchester, VA. In the late 20th Century, the area was faced with deteriorating conditions, and an increase in crime. The advocacy group has promoted such projects as an improvement in street lighting, affordable housing, better representation in local government, and the opening of the Douglas Community Learning Center at the former Douglas School on North Kent St.
